This document provides an Integrated Ecosystem Management Plan (IEMP) for Tenmaru, Malekula, to identify Ecosystem-Based Adaptation (EbA) options to enhance socio-economic resilience to climate change and direct human impacts.
Context and Risks:
The Tenmaru community faces threats from climate change such as rising temperatures, sea-level rise, and frequent tropical cyclones. The ecosystem provides essential services for life but is under significant pressure from population growth and unsustainable resource exploitation.
Ecosystem-Based Adaptation (EbA) Priorities:
The project employs a combined Cost-Benefit Analysis (CBA) and Multi-Criteria Assessment (MCA) methodology to rank options. The three highest-ranked EbA options are:
- Priority 1: Establishing demonstration plots, extension services, and plant nurseries.
- Priority 2: Integrating extension programs with Community Conservation Areas (CCAs) for forests.
- Priority 3: Establishing CCAs for forests with community ranger programs.
Implementation:
Project implementation must adhere to the following key principles:
- Comprehensive and equitable participation: Ensuring opportunities for contribution from all community members, epecially women, youth, and vulnerable groups.
- Addressing specific risks: Focusing on managing wild boars, preventing forest fires, and improving sanitation and water resources.
- Governance and collaboration: Close coordination is needed between all levels of government, the community, and implementing organizations.
- Monitoring and Evaluation (M&E): Designing M&E systems to assess effectiveness in mitigating vulnerability and building local capacity.
