This report provides an Ecological and Socio-Economic Vulnerability and Opportunity Assessment (ESVOA) for the Wiawi community, Malekula Island, Vanuatu. The primary objective is to establish a planning framework to identify Ecosystem-Based Adaptation (EbA) options, thereby enhancing the community's resilience to the impacts of climate change and anthropogenic pressures.
Assessment Methodology
The assessment process involved collecting data from household surveys, field surveys, ecosystem economic assessments, and climate risk data. The research team employed a hybrid approach combining Cost-Benefit Analysis (CBA) and Multi-Criteria Assessment (MCA) to rank potential EbA projects.
Priority EbA Projects in Wiawi
Based on the MCA results, the highest priority projects for Wiawi include:
- Integrated Forest and Marine Conservation Program: This is the highest-ranked solution.
- Agriculture Program: Including the implementation of demonstration models, extension services, and plant nurseries to enhance productivity and diversify crops.
- Integrated Solutions: Simultaneous implementation of conservation and agricultural development yields the best overall results.
Implementation Factors to Consider:
- Community Involvement: Ensuring inclusive participation, including women, youth, and vulnerable groups (within the GEDSI framework).
- Implementation Strategy: Coordination between the national government, provincial governments, and partner organizations is needed to mobilize financial and technical resources.
- Monitoring and Evaluation (M&E): Regular M&E plans should be established to assess project effectiveness and ensure that benefits are distributed equitably.
